UKATA launches LTG23, Asbestos: The licensed training guide

The UK Asbestos Training Association (UKATA) has now formally launched Asbestos: The licensed training guide (LTG23), marking a significant update to the licensable asbestos training framework. Effective from 1st September 2025, LTG23 became the mandatory standard for all licensable asbestos training delivered under the UKATA framework, officially replacing the previous HSG247 - Chapter 4 modules.

Developed in consultation with UKATA’s licensed members, LTG23 is designed to streamline training delivery, modernise content and improve clarity and consistency across the sector, while maintaining the core competencies essential for safe working practices.

Key updates include a reduction in modules to remove duplication and improve efficiency, revised training pathways such as the shortened Operative-to-Supervisor course (from three days to two), and clearer role integration across Operative, Supervisor, and Manager levels. A major focus of the LTG23 rollout has been the renewed emphasis on competency assessments. UKATA recognised through member feedback that these assessments were not being consistently carried out, which can undermine training quality and operational standards. In response, UKATA began actively engaging with its Licensed Members to reinforce the importance of competency assessments, understand the barriers to their implementation and identify where additional support is needed to improve consistency.

The LTG23 document has been with the HSE Asbestos Network group for over two years, during which time it has benefited from discussion and constructive input from industry representatives. A ‘task and finish’ working group was recently established to review the document in more detail, and UKATA looks forward to receiving formal feedback in due course. While formal endorsement from the HSE or other associations is not required as LTG23 was developed independently in consultation with UKATA’s licensed members, we fully recognise the value of alignment across the sector. A consistent approach to training, supported by all key stakeholders, would benefit the industry as a whole and help ensure the highest possible standards are maintained.
